Intelligence Report 2025 in English

Islamic terrorism, extremist movements, Russia, China, organised crime, … 2025 was characterised by multiple, complex threats. In its annual report, the Belgian State Security (VSSE) presents the threats it observed during the last year.

‘The report gives us a moment to reflect on the threats we have faced over the past year, both as an organisation and as a society, and to look ahead to the challenges that lie before us in the months to come’, explains Administrator-General Francisca Bostyn.

Minister of Justice Annelies Verlinden confirmed her support for the VSSE: ‘In today’s rapidly evolving geopolitical environment, Belgium must be able to rely on a forward-looking intelligence service. That is why we are investing in the VSSE, with the aim of developing it into the benchmark in the fight against extremism, terrorism, espionage and interference.’

For Minister of Security and Interior Bernard Quintin, ‘the VSSE constitutes an indispensable pillar of our democratic rule of law. Operating in the shadows of the public eye, the staff of the VSSE are committed every day to protecting our society. Their work is essential, even if it often goes unnoticed. The intelligence gathered and analysed by the VSSE make it possible to detect risks in a timely manner and preserve public order and security. In this way, the service adds to the stability and resilience of our society. This is a responsibility that requires confidence, the confidence we fully have in the dedication, expertise, and integrity of the VSSE.’
